You may need WDRs if your operations discharge waste to the ground surface or subsurface, particularly when that discharge has the potential to percolate to groundwater and affect drinking water supplies.

Monitoring Requirements Under WDRs

Monitoring requirements are generally structured around your specific discharge type, site conditions, and potential pathways to groundwater or surface water.

Typical monitoring categories include:

1) Types of Monitoring

Effluent or Waste Stream Monitoring
Effluent monitoring focuses on the wastewater or waste stream being discharged. It is used to track flow, constituent concentrations, and compliance with applicable permit limits or performance expectations.

Groundwater Monitoring
Groundwater monitoring is often required where the discharge has the potential to affect underlying aquifers. Monitoring wells may be used to evaluate whether constituents are migrating and whether groundwater quality remains protective of beneficial uses.

Surface Water Monitoring
Where surface waters could be affected, monitoring may be required to evaluate potential impacts to nearby water bodies, drainage features, or receiving waters.

Land Application Monitoring
Where soil could be affected, monitoring may be required to evaluate potential impacts to soil over time as a result of land application of wastes, including but not limited to biosolids, manure, or industrial byproducts.

Facility and System Inspections
Routine inspections support compliance by verifying that treatment systems, ponds, land application areas, and related infrastructure are operating properly and maintained according to WDR conditions.

2) Reporting Requirements for Waste Discharge Requirements

Routine Monitoring Reports
Most WDRs require submission of routine monitoring reports on a monthly, quarterly, semi-annual, or annual basis.

These reports typically include:

  • Analytical results
  • Sampling Data
  • Inspection summaries
  • Comparisons to permit limits and water quality objectives

Routine monitoring reports are a core compliance deliverable and demonstrate whether discharge conditions are being met over time.

Annual Summary or Compliance Reports

Many WDRs require an annual summary report that compiles all monitoring data and evaluates trends and compliance status.

Annual reports may also:

  • Describe operational changes or improvements
  • Provide a compliance certification by the legally responsible party

These summaries help regulators and dischargers understand overall performance and identify any developing concerns.

Noncompliance and Incident Reporting

WDRs typically require immediate or short-term reporting of noncompliance and incidents, including:

  • Discharge exceedances
  • Spills, overflows, or unauthorized releases
  • Equipment failures affecting discharge quality

Some incidents may also need to be reported through California Integrated Water Quality System (CIWQS) or other State Water Board databases, depending on the permit conditions and reporting triggers.

Data Management and Record keeping for Waste Discharge Requirements

WDR compliance depends on accurate records and defensible data. That can place a significant practical burden on your team, especially when you are managing monitoring records, laboratory reports, inspection logs, and electronic reporting requirements at the same time.

WDRs require dischargers to:

  • Retain monitoring records, laboratory reports, and inspection logs
  • Use State-approved analytical methods and certified laboratories
  • Submit data electronically when required, such as through CIWQS

Records must typically be retained for at least five years and be available for inspection. Strong data management practices support timely reporting, demonstrate compliance, and help identify trends that may require operational adjustments.
