Project Description:

Paragon Outlets Livermore is a vibrant shopping destination that is home to over 120 premium factory outlet stores in a modern, walkable, retail center with over 540,000 square feet of leasable area, easy freeway access, ample parking, and amenities. The center is located on 42 acres at the southeast corner of El Charro Road and Interstate 580 in Livermore. Opening for the 2012 holiday season, Paragon Outlets Livermore is the result of a seven-year collaborative effort between the City of Livermore, Paragon Outlet Partners, surrounding property owners, and many other local, regional, and federal partners.

BSK Roles & Responsibilities

BSK provided geotechnical engineering services for the building pads and parking lots, and special inspections and materials testing services for all buildings and relocations of main water lines within project area between August 2011 and October 2012. Paragon Outlets consists of nine tilt-up concrete buildings and one structural steel building between the two largest buildings for the food court area.

BSK performed compaction testing services and lime treatment observations on all building pads and parking lot areas. Our Geotechnical Engineer was involved for all imported material for acceptance criteria for the soil fill material, aggregate base rock, and asphalt concrete. BSK performed reinforcing steel placement, concrete sampling, and laboratory testing at all buildings for an approximate 40,000 cubic yards. Our laboratory testing included compressive strength and flexural strength. During the slab concrete placement, BSK had multiple technicians' on-site to cover two boom pumps and two laser screeds running at the same time. BSK also performed shop and field structural steel welding observations.

Problems/Issues Encountered:

During the fast-paced construction schedule, BSK had multiple field technicians on-site to cover all buildings and all tasking required. The developer aggressively pushed the General Contractor to complete the project by November 2012 to meet the seasonal holiday demand. Schedules were often accelerated and multiple sub-contractors were employed to accomplish construction activities. The project required inspection and testing services simultaneously for earthwork, concrete, and structural steel construction while maintaining an interest in minimizing costs to the project.

BSK Solutions:

BSK’s project management team worked closely with the General Contractor to accommodate the staffing needs of the project as a result of the tight and aggressive schedule. BSK staff often included multiple personnel for night-shift and weekend activities, and late notice scheduling. We were able to minimize the necessary staff by covering inspections for multiple disciplines using inspectors possessing multiple certifications and capabilities. Additionally, BSK’s close proximity to the jobsite enabled costs for inspections and laboratory services to be minimized.
